In the wake of the Delhi blast and the foiled ricin plot, Major General Sudhakar Jee (Retd) urged India to adopt a proactive strategy to "find, fix, track, target and engage" threats beyond its borders. He stressed the need for precise intelligence and readiness to neutralise terror networks - even inside Pakistan, Turkey or elsewhere - to prevent future attacks.
