Congress leader KC Venugopal said Union Home Minister Amit Shah should give answers about "clear security failure" which led to blast near Delhi's Red Fort, killing 12 people. "Where's the moral responsibility of the Home Minister," he asked. "It is difficult to say what caused the incident. We are investigating the matter from all angles," Shah had said on Monday.
