Article 324(5) of Constitution states Chief Election Commissioner (CEC) can be removed from office only "in like manner and on like grounds as judge of Supreme Court". To initiate removal, members of both houses must bring a motion explicitly alleging incapacity or misbehaviour. After inquiry, motion must be passed by two-thirds majority "present and voting" in both houses of Parliament.
