Why cloud seeding in winter has a low chance of success?
Cloud seeding only works in hygroscopic (warm-rain) clouds, as they've abundant liquid water, according to Gufran Beig, Chair Professor at National Institute of Advanced Studies. The probability of such clouds occurring is about 51% during pre- and post-monsoon months, but drops to 5–10% in winter, when air pollution peaks (November to January) and the demand for cleansing rain is highest.
