Anyone born in US is considered a citizen at birth, which derives from Citizenship Clause of 14th Amendment added to Constitution in 1868. If courts decided US Constitution protected birthright citizenship, then only an amendment could change that. An amendment would require two-thirds of both houses and approval by three-quarters of state legislatures, a process that'd likely take years.
