Kurt Volker, US President Donald Trump's special envoy for Ukraine during his first term, said Trump is trying to get under Russian President Vladimir Putin's skin through his "paper tiger" remark. He stated that it doesn't suggest that Trump is "going to do anything about it". Trump had called Russia "paper tiger" for fighting Ukraine for over 3 years.
