Rajya Sabha MP Kapil Sibal said 6,000 people went from Haryana to Bihar on special trains on November 3. "Either they were genuine voters or part of 'planned operation'," Sibal said. Railways replied that 12,000 special trains were run in festive season and 2,000 were unscheduled trains. "Whenever there's a sudden rush...we put into service unscheduled special trains," it added.
