Union Minister and senior BJP leader Nitin Gadkari said the biggest test of democracy is that the ruler tolerates even the strongest opinion against him and it leads to introspection. During an event at MIT World Peace University in Pune, he claimed that India doesn't have the problem of difference of opinion but "there's a problem of lack of opinion".
