Congress' Jairam Ramesh alleged that crime against women peaked under "trouble-engine NDA government" in Bihar and PM Narendra Modi doesn't have any moral right to seek votes from women. Ramesh said in May, an 11-year-old rape victim was not admitted to Patna Medical Hospital for eight hours. "PM fills his election speeches with false promises and leaves," he added.
