Dogs tore apart the head of a newborn, who was declared dead by hospital, on the premises of a medical college in Uttar Pradesh's Lalitpur. The hospital administration alleged that the family abandoned the body in a plastic bag. The baby suffered from congenital defects and couldn't survive. The body was received by the aunt, said CMO Dr Meenakshi Singh.
