Maharashtra Deputy Chief Minister Devendra Fadnavis on Thursday said Congress leader Rahul Gandhi's plan to introduce a guarantee card will flop in Maharashtra. "Why is Congress not using the guarantee card in Telangana and Himachal Pradesh where it has the government?" he asked. Rahul had announced plans to unveil a guarantee card for Maharashtra Assembly elections next week in Mumbai.
