Under Article 356 of Indian Constitution, imposition of President's Rule, which is likely in Manipur, means the transference of all government functions to Centre. Functions of the state legislature, meanwhile, shift to Parliament under President's rule. It's imposed when President is "satisfied" that a situation has arisen wherein state government "cannot be carried on" according to Constitution.
