A senior research scientist at NASA Hiren T Jethva said NASA satellites overpass northwest India at around 1:30-2 pm and farmers could be burning stubble in post-afternoon hours to avoid detection. He said images clicked by South Korea's geostationary satellite show localised smoke clouds over the region. "The question...is: who's educating farmers to change their patterns and why," he asked.
