PM Narendra Modi alleged that RJD and Congress are opposing Constitution (130th Amendment) Bill as most of their leaders are either in jail or out on bail. "No major Bihar project was completed during RJD, Congress' regimes...they were busy filling their pockets," he added. The Bill provides for removal of PM, CMs and ministers arrested/detained for at least 30 days.
