South Korea's capital Seoul has recorded its heaviest November snowfall since records began in 1907, the Korea Meteorological Administration said. The weather agency added that 16.5 cm of snow fell by 7.00 am on Wednesday, compared to Seoul's previous record of 12.4 cm on November 28, 1972. Authorities urged residents to "refrain from operating vehicles and engaging in outdoor activities".
