Punjab CM Bhagwant Mann has reacted to Centre's Bill to include Chandigarh in Article 240 of the Constitution, allowing President to make regulations for the UT. Mann alleged the BJP government is "conspiring to snatch" Punjab's capital. Chandigarh was, is and will always remain an integral part of Punjab which has sole right to it, he said.
