The massive fire that engulfed seven high-rise residential towers, killing 44 people, is now Hong Kong's deadliest since 1962. The complex was under renovation and encased in bamboo scaffolding and safety netting, which went up in flames rapidly. The Wang Fuk complex has about 2,000 apartments that are home to about 4,600 people.
