'Jungle Raj' was first used by the Division Bench of Justice VP Singh and Justice Dharampal Sinha of the Patna High Court in August 1997, The Indian Express reported. They were hearing a contempt petition regarding poor civic conditions in Patna. "It is worse than Jungle Raj...there is no regard for court directions and public interest," the judges had observed.
