On being asked about the Opposition's demand for caste-based census, Finance Minister Nirmala Sitharaman said, "We will give development a priority rather than castes." "During interim Budget, we said that four castes of people are in focus which include poor, women, youth and farmers," she said. Nirmala added states are struggling to meet the bills after giving freebies as temptation.
