Russian lawmakers passed a controversial bill banning what authorities call "propaganda" of choosing not to have children. The law, expected to be swiftly approved by the upper house of parliament and President Vladimir Putin, prohibits public dissemination of materials, including films, that appear to promote "rejecting childbearing". Putin has encouraged women to have at least three children.
