The Karnataka government has released an SOP (Standard Operating Procedure) for "crowd management at events and mass gatherings" after 11 people were killed in the Bengaluru stampede last month. The SOP mentions that Police and event planners must identify potential high-risk areas, prepare a crowd management plan, make all emergency exits clear and "use force only when absolutely necessary".
