While holding that creating quotas within the cadre of District Judges is unfair, the Supreme Court has issued certain directions with respect to the determination of seniority of officers in the Higher Judicial Services (HJS). The Constitution Bench was hearing a plea by All India Judges Association (AIJA) seeking to revisit the principles governing the determination of seniority.
