At least two people died while rescue personnel saved seven others after a panga boat capsized off Imperial Beach near the California-Mexico border, with waves reaching a height of about six-eight feet, officials said. A tenth person is believed to be missing, officials added. As per reports, there were several surfers in the water at the time of the incident.
