As many as 20,000 women tied rakhi to Bareilly's Mayor Dr Umesh Gautam in the last three days at an event organised at the city's stadium. In return for their blessings, Gautam made many promises, including providing free medical treatment through a special health card. He also promised a monthly ration kit to those without a ration card.
