Al-Qaeda in the Indian Subcontinent (AQIS) terrorist Bilal Khan, who was arrested by Uttar Pradesh Anti-Terror Squad (ATS) in September, was in regular touch with his Pakistan-based handlers. He confessed to having conversations with nearly 4,000 Pakistani numbers and received instructions from his handlers to carry out terror activities in India, the ATS said in a press statement.
