Russia's Deputy Chair of the Security Council, Dmitry Medvedev, has said that any attempt to arrest President Vladimir Putin abroad would amount to a declaration of war against Russia. Medvedev's statement comes after the International Criminal Court (ICC) issued a warrant for Putin. The warrant obligates ICC's 123 member states to arrest Putin if he sets foot on their territory.
