Assam CM Himanta Biswa Sarma launched a digital portal for indigenous people living in "sensitive areas" of the state to apply for arms licences. He said the government will not provide arms but only grant licences to mentally stable people with no criminal record, only after multi-layered scrutiny. The applicants will need to justify their need and take arms training.
