Bombay High Court has allowed sale of herbal or tobacco-free hookahs in Mumbai restaurants, following a plea by 12 hookah bar owners. Court, however, said that there must be no violation of Cigarettes and Other Tobacco Products Act, 2003. Authorities may inspect parlours on complaints, and action can be taken if tobacco, nicotine, or narcotic substances are found, it added.
