Brown University refused to sign a memo by Trump administration which lays out detailed policies elite universities should follow to get preferred for federal funding. University's President said accepting memo's terms "would restrict academic freedom". Trump, in his memo, asked nine elite colleges to cap international undergraduate enrolment at 15%, and ban use of race or sex in admissions.
