Centre will introduce two Bills in Parliament on Monday to levy a new cess on tobacco and related products and pan masala after phaseout of GST compensation cess. Levies will be imposed through Central Excise (Amendment) Bill and Health Security se National Security Cess Bill. Excise duty of 60%-70% is proposed to be levied on unmanufactured tobacco, tobacco refuse.
