UP Police has named the arrested cleric, Maulana Tauqeer Raza Khan, as accused number 1 in an FIR registered over Bareilly clashes during the “I Love Muhammad” protest. FIR alleged Tauqeer told supporters, "The city’s atmosphere must be disturbed, even if it requires killing policemen, to show the strength of Muslims." The FIR described the violence as a “pre-planned conspiracy".
