Delhi Police personnel tied rakhis on the wrists of traffic violators while issuing fines against them on Saturday. "Make promise that you will not do any traffic violations in the future," a female police personnel said to a man while tying rakhi on his wrist. "I promise," said the man while responding to the police personnel.
