Senior Advocate Kapil Sibal, while representing NGO Project Kindness during the Supreme Court hearing on the stray dogs order in Delhi-NCR, claimed that the dogs will be culled. "All authorities directed to pick up dogs…this direction has to be stayed," he said. Sibal added, "Dogs are kept together…food is thrown and then they attack each other. This is pestilence."
