Rajya Sabha MP Kapil Sibal said that the Election Commission (EC) has always been a puppet in Modi government's hands. Sibal alleged that the Election Commission's Special Intensive Revision (SIR) in Bihar is an "unconstitutional" move and is aimed at ensuring that majoritarian governments remain in power. EC doesn't have the jurisdiction to decide issues of citizenship, he added.
