Union Finance Ministry's Expenditure Department has issued an office memorandum, directing all government offices to not buy gifts for Diwali and other festivals using public money. The memo, issued on September 19, said the move is aimed at promoting fiscal discipline and curbing non-essential expenses. It also noted that similar instructions have been issued earlier too.
