After a residence certificate was issued in the name of 'Dog Babu' in Bihar's Patna, an FIR has been lodged against the applicant, computer operator who entered details and official who issued it. The certificate contained photo of a dog, with the father's and mother's name as 'Kutta Babu' and 'Kutiya Devi'. The district administration said the certificate was cancelled.
