Ministry of Home Affairs has said government is "always" open to talks with Apex Body Leh (ABL) and Kargil Democratic Alliance (KDL) at "any time". This comes after ABL pulled out of talks scheduled for October 6, citing its member Sonam Wangchuk's arrest, 'anti-national' tag for protests for statehood, etc. "We're confident that continuous dialogue would yield...desired results," it added.
