After Congress leader Rahul Gandhi claimed he wasn't being allowed to meet Vladimir Putin, who flew to India on Thursday, MEA said it is up to the visiting delegation. "During official visits, MEA arranges meetings of incoming dignitaries with government officials and bodies. Meetings outside this schedule are organised by the visiting delegation," News18 reported, citing MEA sources.
