GST Council may propose to either impose a fresh cess on sin goods to compensate states or amend the law to raise the maximum tax rate above 40% on these goods, Moneycontrol reported. At present, the GST framework allows a maximum rate of 40%. The council aims to amend the rate ceiling law to maintain the sin goods' tax incidence.
