The man who opened fire inside a high-rise office building in Manhattan, New York City, was identified by authorities as Shane Tamura. Citing surveillance footage, New York City Police Commissioner Jessica Tisch said Tamura left a BMW between 51st and 52nd street, and entered the building's entrance carrying an M4 rifle. He first fired at an off-duty police officer.
