Representing the Tamil Nadu government, senior advocate Abhishek Manu Singhvi told Supreme Court that allowing Governors to withhold assent to money Bills would make them "super CM". He asked whether Constitution states that last word on a bill would be of Governor. The remark was made during the hearing of the Presidential Reference on the issue of assent to Bills.
