Over 12 people have died in paragliding incidents across Himachal in 30 months. Many fatalities are linked to untrained or reckless tandem pilots operating in risky zones. Suresh Thakur of the Billing Paragliding Association blamed pilots for ignoring safety, stating, "They continue to fly and put others' lives at risk."
