The Gujarat State Consumer Disputes Redressal Commission has ruled that hospitals can be held liable for negligence even if they have offered free treatment. Patients receiving free treatment are still considered consumers under the Consumer Protection Act, as the hospital provided a service, it said. The commission ordered the District Forum to re-examine a 2015 case after the decision.
