Ahmedabad has effectively absorbed ₹2,561 crore in Transferable Development Rights (TDR), using 92% of issued rights by 2025. This tool has supported slum redevelopment, heritage restoration, and urban densification. Despite successes, the city has only tapped 13% of its TDR potential, with prospects to unlock large private investments through innovative policies and inter-city TDR transfers.
