Talking about cloudburst in Uttarakhand's Uttarkashi district which claimed the lives of at least four people, 60-year-old Subhash Chandra Semwal, a witness, said he had never seen such a horrific scene in his life. "We blew whistles to alert the people living in Dharali market and shouted at them to run away from there," he stated.
