Hong Kong's anti-corruption watchdog, ICAC, has arrested eight people over a deadly housing estate fire that killed at least 128 residents. The group includes engineering consultants, scaffolding contractors and a middleman. The complex was under renovation at the time. ICAC has launched a probe into possible corruption linked to the project.
