Talking about India-Pakistan tensions following the Pahalgam terror attack, UN Secretary-General Antonio Guterres said, "Tensions between India and Pakistan are at their highest in years...it pains me to see relations reaching a boiling point." Calling on India and Pakistan to exercise maximum restraint, Guterres stated, "Make no mistake: A military solution is no solution."
