Months before security forces cracked down on Maoists as part of Operation Kagar, its highest decision-making body told the cadres to retreat their forces. In a circular, stemming from the realisation of their waning appeal among people, CPI (Maoist) attributed the erosion of support to “postmodernism, Ambedkarism and NGOs”. They decided to divide military commands into smaller groups, it said.
