As many as 28 liquor shops on highways and roads used by Kanwar devotees during their pilgrimage will be covered by curtains, Haridwar District Excise Officer Kailash Chandra Binjola said. "There is no plan to shut them," he stated. Kailash added that notices will be issued to shop owners if they fail to comply with the instructions.
