A 20-year-old man identified as Rama from Uttar Pradesh was arrested on Friday morning at around 5:50 am by CISF and Delhi Police personnel after he entered the Parliament complex. "He seems mentally incoherent," officials said. He reportedly reached the Garuda Gate of the new Parliament building by jumping over the wall from the Rail Bhawan side.
